Excellent first public release.
Quick question - have I missed somewhere to add implants outside the list available via Character Editor -> Implants -> right-click?
I'm looking for a way to add -3%/-5% turret CPU implants as (being Minmatar) these are pretty much no brainers

Not exactly what you are asking for (and you might already know) but you can just uncheck your MWD/AB and the stats show the update to sig, base speed and cap

Q: What is the Rating value shown for some setups? A: Rating should be used to find out most effective ratio between maximizing hitpoint buffer and maximizing ship's firepower for currently prevailing fitting principle of buffer tanking ships. In one on one fight between two buffer tanked ships one with higher rating should win (of course provided similar weapon tracking conditions for both sides). In is also possible to sum the ratings of all ships in the group to get the estimate of fight outcome against another group of buffer tanked ships. Exact formula is: Rating = (EHP*DPS)^0.5

What trouble are you having? There's no real installation, just extract the .zip file, double click the EFT.exe file in the folder that gets extracted and off you go. You can put the folder that's extracted somewhere useful and make a shortcut to the .exe if you want it on your desktop.
Apologies in advance if this is teaching you to suck eggs and you have a real issue running the program.
